SUGARCREEK (Tusco TV) - Police in-car and body cam footage are revealing how a property damage investigation turned deadly when an officer shot and killed a truck driver who brutally attacked him. 

The footage released Friday from the incident that happened outside of the TMK Supply store Wednesday morning shows 32-year-old Elijah Collins III of North Carolina leap out of the cab of his semi-truck and stab Captain Brian Dalton in the neck with a screwdriver after Dalton handed him a ticket for a traffic violation. When Collins continued to attack, Dalton drew his weapon and shot him.  

Chief Kevin Kaser says they’re legally required to release footage from these types of incidents within 48 hours, but he also thinks it’s important for people to see for themselves exactly what happened. 

"We have nothing to hide. We want everybody to know exactly what took place, therefore, you know we’ll release that information so people have the ability to know what’s going on as well as we do," he says.

Meanwhile, Kaser says is Ohio BCI is continuing their independent investigation of the incident.  

"They have already come in and processed the scene and collected the evidence. They’ve already taken possession of all video involving bod cams, in-car video, business video, cell phones, anything that was involved, and witnesses have been interviewed, and then everything will be taken back and it will be examined in their lab," he says. 

Kaser says BCI will ultimately be sending a report to the Tuscarawas County Prosecutor’s Office for review, but he says that could take up to six months because they’ll have autopsy results to wait on. He says the village’s safety committee will also be meeting to review the incident to determine whether Dalton was following the appropriate policies and procedures. 

Kaser says Dalton was cleared to come home Friday after spending two days at an area hospital in the intensive care unit. He’s expected to make a full recovery.
