Pittsburgh, Ohio - The National Weather Service has issued a WIND CHILL ADVISORY through 1 pm Monday for portions of Northeast and East Central Ohio including Tuscarawas, Carroll, Columbiana, Coshocton, Harrison, Holmes, Guernsey, Stark, Wayne counties.  WHAT: Very cold winds with wind chills from 10 to 20 below zero.  WHEN: Until 1 PM EST Monday.   ADDITIONAL DETAILS...West winds of 10 to 15 mph will continue until early afternoon before subsiding. Bitterly cold wind chill indices could cause frostbite on exposed skin in as little as 30 minutes.   PRECAUTIONARY/PREPAREDNESS ACTIONS:  Stay dry - Wet clothing results in much faster heat loss from your body. Wear waterproof insulated boots.   Stay covered - Wear mittens or gloves, and wear a hat. At least half of your body heat is lost if your head is not covered.  Dress layered - Trapped air between loose fitting clothing helps to insulate.
